Meeting of the Plans Scrutiny Committee held on Tuesday 22 May 2007 in the Civic Chamber, Council Offices, Skelmanthorpe

46. Chair
Cllr Sigsworth had given his apologies for lateness and in his absence the meeting was chaired by Cllr H Cole as Vice Chair.

47. Declaration of Councillors’ Interests
A personal interest was declared in Item 7 Planning Notifications by Cllr Barnfield in Application No 2007/62/91669/E3, by Cllr H Cole in Application No. 2007/62/91615/E3 and by Cllr Tribe in Application No. 2007/62/91618/E3.

48. Public Discussion Time
Members of the public submitted observations on planning application Nos. 2007/60/91765/E3 and 2007/62/91618/E3.

49. Apologies for Absence
Reasons for absence from the meeting were submitted by Cllrs E Shaw, M Barlow, S Simpson and Cllr Sigsworth apologised for lateness.  It was RESOLVED that the reasons for absence and lateness submitted by the above councillors be accepted as valid.

50. Minutes
It was RESOLVED that the minutes of the meeting held on 24 April 2007 which had been approved by the full council meeting on 15 May 2007 be noted.

51. Planning Notifications  
a) The Clerk submitted a letter from Mr C Fosbrook of Emley Moor objecting to Planning Application No. 2007/62/91269/E3, erection of extension to farm shop at Thorncliffe Farm Shop, Emley Moor and making certain allegations about infringements of previous planning conditions.  The Clerk pointed out that the Plans Scrutiny Committee had discussed this application at the meeting held on 24 April 2007 and that it had no objections to the plans.  It was therefore RESOLVED that the Clerk write to the Planning Department expressing concern about the allegations made and asking for them to be investigated and that Mr Fosbrook be advised of the Council’s decision.

b) Planning notifications were considered and observations made thereon. 

52. Planning Decisions
The Clerk submitted a list of planning decisions and she reported that in addition, Kirklees Planning Committee had agreed to approve the YEAST Planning Application No. 2007/62/90677/E3 despite the recommendation to refuse.  These decisions were considered and it was RESOLVED that they be noted.
