Issue 12                                                                                                          November 2006

Welcome to Issue 12 of the Parish Council Newsletter.

Latest News

Earlier in the year pupils from Birdsedge First school wrote asking if the Council could help improve the public playground behind their school.  As previously reported the Council pledged £3500.  Since the last report the Denby Dale Area Committee are possibly going to pledge a similar amount and KMC Leisure Services have now agreed to put up the balance.

August 2006

The full Parish Council do not hold an August meeting but have a recess, a little like Parliament!  However, as people continue to submit planning applications throughout the summer the Planning Committee still meet.  This committee has the authority to act as the full Council and so any urgent business can still be dealt with.

September 2006

The Council welcomed Richard Lockwood as co-opted member for Clayton West following the resignation of Lucy Moore.

Councillor Jim Dodds attended as a follow up to the Public Meeting held in February concerning problems with school transport.  He reported that responsibility for children getting to school safely lies with parents and not the Local Authority.  The Council resolved to ask Councillor Dodds to investigate further the use of Yellow school buses in the area and the provision of conductors.  In a letter to the Council, in response to this, he reported that the bus services serving the schools in our area are run on a commercial basis and that incompatibility between school time tables makes Yellow buses impractical and that the cost of supervision on school buses would be astronomical.

The Council have been involved in the procedures relating to the erection of a telephone mast on the United Reform Church, Clayton West.  Although the residents, along with the Council feel that they were misled over the consultation process it would appear that the mast falls within what is known as permitted development.  This effectively means “rightly or wrongly” the developer does not require any form of consent nor is required to carry out public consultation.  A Planning Officer is to attend the October 31 Planning meeting to brief councillors on permitted development matters.

October 2006

Continuing the school bus theme Clrs Mrs Beal, Mrs Haigh and Sigsworth were authorised to follow up on the safety issues associated with school transport, and the Council resolved to write to the regulatory body on this matter.  Of particular concern is overcrowding when a single deck bus is used on a route requiring the capacity of a double decker.

As a follow up to concerns raised by the Council on issues of neighbourhood policing, the police have agreed to attend the December Council meeting to discuss policing issues.  The Council have submitted a number of questions out of courtesy to allow for researched answers, though we are confident questioning will go beyond the set items.

Yet again the problem of speeding traffic through Emley raised its head.  This is a perennial issue and an ongoing problem, with people using the narrow country lanes as a rat run.  The Council resolved to ask Kirklees highways to consider installing flashing slow down signs on the main approaches to the village.

Election Time

In May 2007 the full Parish Council is up for re-election.  Have you ever considered standing as a councillor?  You don’t need to be a member of a Political party and it doesn’t cost anything to stand. The elections can be quite exciting, you can go to the ‘count’ and if successful be declared elected by the Returning Officer, just like on the tele! But don’t expect any cameras to be in Denby Dale Pie Hall.  So please, if you are interested in what is happening in your neighbourhood and would like the opportunity to try and improve things, come along to a meeting and see what it’s all about or contact any Councillor or the Office for more information.

Congratulations

Thank you to all who entered our “Focus on the Dale” wordsearch and congratulations go to, first out of the hat, Mrs B Heeley of Emley who identified 28 of the 30 hidden words.
