Special Meeting of the Denby Dale Parish Council held on Tuesday, 24 April 2007 in the Civic Chamber, Council Offices, Skelmanthorpe

No interests were declared.

625 Public Discussion Time
No members of the public were present.

626 Apologies for Absence
Reasons for absence from the meeting were submitted from Cllrs J A Barlow, Mrs S A Dellapuppa, Mrs G Hague, D W Kaye and R J Lockwood.  It was RESOLVED that the reasons for absence submitted by the above Councillors be accepted as valid reasons.

627 Application for funding by Parkgate Trust
The Clerk submitted an application for a grant or loan of £8,500 from Parkgate Trust, together with supporting documentation.  Consideration of this application had been deferred by the last full council meeting held on 3 April to enable the Clerk to obtain legal advice to determine whether providing funding for this venture was within the Council’s powers.  The Clerk submitted a written note confirming that it was indeed in order for the council to provide a loan or a grant to the Parkgate Trust but that any funding should be subject to the following conditions:  The Council should have a seat on the management committee (whether entitled Board of Directors or Board of Trustees); the funds should not be allocated until the Trust has raised the remainder of the money required for the feasibility study; the Trust should be required to sign a suitable Loan Agreement or Grant Agreement as appropriate; that the Council have sight of the Trust’s Charity Commission Certificate.

Following a lengthy discussion about future funding of the venture, the likely use of the facilities by local residents, and the need for the project to be DDA compliant, it was proposed by Cllr Turner and seconded by Cllr Mottram and unanimously RESOLVED following a vote by a show of hands that a loan in the sum of £8,500 repayable within 10 years be made to the Parkgate Trust subject to the conditions recommended in the Clerk’s note and that clarification be sought about the Trust’s proposals for raising the remaining start up costs. 

628 Orders for Payment
It was RESOLVED that orders for payment on schedule No. 452 totalling £2,435.31 be authorised.
