86 Declarations of Councillors’ Interests
Cllr E Shaw declared a personal interest in Item 8; applications from Emley Over 60s, Emley Luncheon Club and the Boundary Walk committee.

No members of the public were present.
88 Apologies for Absence
There were no apologies for absence.
89 Minutes
It was RESOLVED that the minutes of the meeting held on 20 March 2007 be received.
90 Business Arising
a) Skelmanthorpe Youth and Community Association
It was RESOLVED that the application for funds from the Skelmanthorpe Youth and community Association be considered at the next full council meeting on 3 July 2007
b) Newsletter
It was RESOLVED that a full proposal for the printing and distribution of a newsletter be considered at the next full council meeting on 3 July 2007.
91 Cash Flow and Rates of Interest
The Clerk submitted detail of account balances for the past three months. It was RESOLVED that in future, details of expenditure against budgets be submitted to the Committee. Interest rates were compared with other investment options and it was RESOLVED that the Council continue banking with the Co-operative Bank and invest with Kirklees MC.
92 Internal Auditor
The Clerk reported that she had been unable to find a new internal auditor. Members of the committee indicated that they might be able to find a suitably qualified and experienced individual who could fulfil this role and it was RESOLVED that the item be placed on the agenda of the full council meeting.
93 Effectiveness of Internal Audit
It was RESOLVED that the annual review of the effectiveness of internal audit be completed by Cllrs Barlow and Turner.
94 Grant Applications
Applications for grants were considered and it was RESOLVED that the Council, in accordance with its powers under Section 137 of the Local Government Act 1972 should incur the following expenditure which, in the opinion of the Council, is in the interests of the area or its inhabitants and will benefit them in a manner commensurate with the expenditure: Grant awards of £2214.90. It was FURTHER RESOLVED that grant awards of £785 be made.
95 Orders for Payment
It was RESOLVED that orders for payment on schedule No. 455, totalling £1439.94 be authorised.
96 Date of Next Meeting
The next meeting of the Finance and General Purposes Committee will be on 13 November 2007.
