Minutes of the Finance and General Purposes Committee Meeting held on Tuesday, 13 January 2009 in the Civic Chamber, Council Offices, Skelmanthorpe

942 Open Session
No members of the public were present.
943 Chair
In the absence of the Chair, the Vice Chair, Cllr Mills took the Chair.
944 Apologies for Absence
Reasons for absence were received from Cllrs J A Barlow, M Barlow, R Brook, C Rimmer and A Tribe. It was RESOLVED that the reasons for absence submitted by these councillors be accepted as valid.
945 Declarations of Councillors’ Interests
There were no declarations of interest.
946 Admission of the Public
It was RESOLVED that there were no matters requiring the exclusion of the press and public.
947 Minutes
It was RESOLVED that the minutes of the meeting held on 18 November 2008 be received.
948 Society of Local Council Clerks Practitioners’ Conference
It was RESOLVED that the Clerk be authorised to attend the SLCC Practitioners’ Conference on 27-28 February in Stoke on Trent at a cost of £190.
949 Budget 2009-2010
The Clerk submitted a draft budget for 2009-2010. Following discussion, it was RESOLVED that it be recommended to the February Council meeting that estimates of expenditure totalling £121,810 be authorised.
It was FURTHER RESOLVED that within these estimates of expenditure an election budget of £1000 be included, in addition to an election fund of £7000 and that the balance from the budgeted election expenditure be transferred each year into the election fund.
950 Parish Precept 2009-2010
It was RESOLVED that it be recommended to the February Council meeting that the precept should be increased each year by the rate of inflation current in January. Accordingly, it was FURTHER RESOLVED that the sum of £99,000 plus the rate of inflation as announced on 20 January be precepted for the year 2009-2010.
951 Orders for Payment
It was RESOLVED that orders for payment on Schedule 485 totalling £593.60 be authorised,
952 Date of Next Meeting
The next meeting will be held on 17 March 2009 starting at 7.30pm.
