John Heneghan, Policy Team Manager from Kirklees Council will address the council on the analysis of the responses to the first phase of the Community Governance Review and go through the options for our parish area. (See documentation attached to Item 11 below)
3. Co-option of Parish Councillor
Shelley Wild is invited to address the council in connection with her application to be considered for co-option onto the Council to represent Emley Ward. (See enclosed CV together with advice on procedure)

11. Community Governance Review
To discuss the report of Kirklees Council on the first stage of the consultation in connection with the Community Governance Review and to determine the process for submitting a response to the next consultation stage (see attached documentation).
12. Precept 2009-2010
To approve the setting of the precept for 2009-2010. In line with the formula agreed at the Finance & General Purposes Committee meeting of 13 January 2008 that the precept should be increased in line with the Consumer Price Index as in January of each year, it is recommended that the precept be increased by 3.1% from £99,000 to £102,069.
13. Budget 2009-2010
To approve the budget for 2009-2010 (enclosed)
14. Sustainable Communities Act
To receive correspondence from Kirklees Council and to discuss ideas for promoting and supporting sustainable communities. (enclosed)
15. YLCA South Pennine Branch Business
To consider a proposition from Silsden Parish Council that planning development control function for minor items such as conservatories, small extensions, etc. be delegated to the parish council of the area (see attached correspondence from YLCA)
16. Communities in Control: Real People, Real Power: Code of Recommended Practice on Local Authority Publicity – A Consultation
To give consideration to making a submission to the Government’s consultation document concerning local authority publicity.
