Minutes of the Meeting of the Denby Dale Parish Council held on Tuesday, 5th October, 2004 in the Civic Chamber, Skelmanthorpe.

207           Declaration of Interests

 

No interests declared.

 

208           Suspension of Standing Orders

 

It was proposed by Clr. Bowie, seconded by Clr. Mrs. Clarke and RESOLVED that standing orders be suspended in accordance with standing order no. 79, in order that members of the public could address the meeting.

 

209           Public Discussion Time

 

A member of the public addressed the meeting in regard to the proposed waiting restrictions on Wakefield Road, Scissett.

 

210           Return to Standing Orders

 

It was proposed by Clr. Bowie, seconded by Clr. Mrs. Clarke and RESOLVED that standing orders be returned to.

 

211            Apologies for Absence

 

Reasons for absence from the meeting were submitted by Clrs. J.C. Cooke, Mrs. S.A. Dellapuppa, R. McSkimming, Mrs. V. Woodhead, E.I. Shaw, C. Watson, D.W. Kaye, Mrs. C. Beal and T.D. Sigsworth.  It was proposed by Clr. Weatherby, seconded by Clr. Mrs. Clarke and RESOLVED that the reasons for absence from the meeting submitted by the above Councillors be accepted as valid reasons.

 

212      Minutes

 

It was proposed by Clr. Bowie, seconded by Clr. Birdsall and RESOLVED that the minutes of the meeting held on 7th September, 2004 be signed by the Chair as a correct record.

 

213     David Hinchliffe M.P.

 

Further to Min. No. 168, the Clerk reported that David Hinchliffe would try to attend one of the meetings next year.  It was agreed that Mr. Hinchliffe be appraised of the fact that the Council wished him to attend the meeting in his personal capacity as it was acknowledged that he would not be standing at the next Election.

 

214     Police Consultation Strategy and Visit of Police to Area.

 

Further to Min. Nos. 171 and 185, the Clerk reported that

a)     the Police Authority thanked the Council for its comments and would take up its offer to facilitate a public meeting in the future

 

b)     the West Yorkshire Police at Huddersfield be asked if, instead of the customary annual visit to the Council, they would be willing to attend a public meeting facilitated by the Council with a follow up meeting some months later relating to points raised at such a meeting and

c)      the West Yorkshire Police Authority and David Hinchliffe M.P. be also informed of this suggestion.

 

215     Green Bin Collection and recycling issues

 

Further to Min. No. 172, the Council was informed of the statistics involved in the recycling of household waste, the economic viability of the collection of waste and alternatives considered for non wheeled bin properties.  It was also reported that a trial was to be undertaken in the Skelmanthorpe area in respect of a separate collection of glass involving kerbside collection of boxes.  Concerns were also expressed about the policy in regard to the collection of plastic waste.  It was proposed by Clr. Turner, seconded by Clr. Mrs. Hague and RESOLVED that Kirklees M.C. be

a)     informed of the Council’s appreciation of the introduction of glass collection

b)     asked to keep the Parish Council informed of the progress of the trial, the amount of glass collected and its economic viability against the cost of fortnightly collections

c)      asked where plastic waste collected in this area is sent for processing and how much of the waste is actually used.

 

216      Members Allowances

 

Further to Min. No. 173, the Clerk reported that all the Parish Councils were adopting Inland Revenue Authorised Mileage Rates.

 

217      Sorting Office at Scissett

 

Further to Min. No. 176, the Clerk reported that the Royal Mail have concluded that it would not be financially viable to open the local office over and above the specified timetable.

 

218     Traffic on Dene Road, Westfield Avenue, Skelmanthorpe

 

Further to Min. No. 177, the Clerk reported that Kirklees M.C. were investigating this matter

 

219      Skateboard Ramps, Cross Lane Playing Fields, Skelmanthorpe

 

Further to Min. No. 178, the Clerk reported that minor repairs had been carried out to the run off sheets at the above ramp.  It was proposed by Clr. Carr, seconded by Clr. Bowie and RESOLVED that Kirklees M.C. be thanked for acknowledging the need for regular inspection and maintenance measures in respect of skateboard facilities.

 

220     Lay-By, Commercial Road, Skelmanthorpe

 

Further to Min. No. 184, the Clerk reported that the West Yorkshire Police had stated that P.C.S.O.’s do not have the authority to issue parking tickets.  The Police are aware of the problem and will monitor it accordingly.

 

221.     Joint Liaison Committee between Parish Councils

 

Further to Min. No. 199, the Clerk reported that the Chair of Mirfield Town Council had suggested that a joint liaison committee be formed of all the Parish Councils in order to discuss items of

mutual significance.  It was proposed by Clr. Weatherby, seconded by Clr. Bowie and RESOLVED that the Parish Councils need to meet only when major items of mutual interest arise.

 

222.      Planning Appeal, site at 9 & 9A Vinery Close, Clayton West.

 

The Council was informed that a planning appeal, dealt with by the written procedure, would be taking place in respect of the erection of a double garage for two dwellings at the above location.

 

223.      Transfers of Licence

 

It was proposed by Clr. Weatherby, seconded by Clr. Birdsall and RESOLVED that transfers of licence in respect of the Dunkirk Inn, Denby Dale, The Foresters Inn, Lower Cumberworth, Londis Stores, Wakefield Road, Denby Dale and the Wentworth at Emley AFC be received and noted.

 

224.      Parking Restrictions, Wakefield Road, Scissett

 

The Clerk reported that further amendments had been made to the proposed waiting restrictions in the above location.  It was proposed by Clr. Allen, seconded by Clr. Smith and RESOLVED that Kirklees M.C. be informed that waiting restrictions are not needed along this stretch of road after 6.00 p.m.

 

225.      Remembrance Services   - November 14th, 2004

 

It was proposed by Clr. Bowie, seconded by Clr. Mrs. Clarke and RESOLVED that wreaths be laid at the War Memorials by the following Councillors (or their substitutes) :  Denby Dale :  Clr. Allen; Clayton West : Clr. Smith;  Skelmanthorpe :  Clr. Weatherby;  Scissett:  Clr. Turner;  Birdsedge:  Clr. Barlow;  Emley – to be advised. 

 

226           Speeding Traffic – Manorstead to Thorpes Crescent and Meadow View to Thorpes Crescent, Skelmanthorpe.

 

It was proposed by Clr. Turner, seconded by Clr. Mrs. Hague and RESOLVED that the Police be asked to look at the problems caused by speeding traffic along this stretch of road.

 

227            Drainage – Thorpes Crescent, Skelmanthorpe

 

It was proposed by Clr. Turner, seconded by Clr. Birdsall and RESOLVED that Kirklees M.C. be informed about the poor drainage at the above location.

 

228      Refurbishment of Council Houses – Skelmanthorpe

 

It was proposed by Clr. Turner, seconded by Clr. Mrs. Hague and RESOLVED that Kirklees be asked

a)     for its policy on ‘follow up’ work after refurbishment have been carried out

b)     the procedure for addressing complaints.

 

229      Kirklees Community News

 

It was proposed by Clr.Turner, seconded by Clr. Bowie and RESOLVED that Kirklees M.C. be asked if the back page of Community News could be made Ward specific.

 

230     Dis-establishment of School Crossing, Denby Dale.

 

It was proposed by Clr. Barlow, seconded by Clr. Bowie and RESOLVED that Kirklees M.C.

a)     be informed of the Council’s concern about the dis-establishment of the above Crossing and that they by asked to carry out surveys over three or four days to establish that the counts are statistically accurate

b)     that the District Councillors and David Hinchliffe be informed of the action taken.

 

231            Review of Parliamentary Constituencies

 

It was proposed by Clr. Bowie, seconded by Clr. Allen and RESOLVED that notification of the review be received.

 

232     First Edition Map

 

It was proposed by Clr. Weatherby, seconded by Clr. Bowie and RESOLVED that a new frame be purchased for the above map.

 

233     Local Council Update

 

The Clerk submitted copies of the above to the meeting.

 

234             Bridleway Modification Order – Pilling Lane, Langley Lane, Clayton West

 

The Clerk reported that the above Order had been confirmed.

 

235     Wind Farm Meeting – September 21st, 2004

 

The Chair reported on the public meeting held on 21st September, 2004 regarding the above.  The meeting was well attended and speakers were heard both for and against the installation of wind farms.  Two letters of objection were submitted in regard to the possible siting of a windfarm in the Denby Dale area.

 

236             Future of Local Government

 

It was proposed by Clr. Bowie, seconded by Clr. Turner and RESOLVED that consideration of this item be deferred until the November Council meeting.

 

237     Code of Conduct for Employees and Review of Political Restrictions on Employees

 

It was proposed by Clr. Weatherby, seconded by Clr. Turner and RESOLVED that consideration of these items be deferred until the November meeting of the Council.

 

238     Youth Facilities Provision

 

The Clerk reported that Mrs. Lumb, of Shelley College, was working in conjunction with Andy Wickham, the Countryside Officer on projects focused in Emley, Skelmanthorpe and Clayton West.  The Emley group are progressing well and Skelmanthorpe and Clayton West are in the early stages of negotiation. 

It was also reported that there may be a possibility of some funding from the Area Committee in regard to the Skelmanthorpe project and it was agreed that Clrs. Turner and McSkimming pursue this with Andy Wickham.

 

239             Parish Plan

 

The Chair reported that the Environment Trust is keen to become involved in processing the Plan and contact is also being made with the schools.

 

240             Quality Parish Councils

 

Members discussed the Model Charter for Parish and Town Councils and it was proposed by Clr. Weatherby, seconded by Clr. Bowie and RESOLVED that the Charter be adopted as a suitable vehicle for the basis of formulating a more specific charter once Quality status is achieved.

Members of the Quality P.C. sub committee were reminded that a joint meeting with other Parishes is to be held on Wednesday, 13th November, 2004 at Mirfield.

 

241             Denby Dale Area Committee

 

Councillors who are representative on the Area Committee gave a brief report of the decisions made, one of which will be the carrying out of a survey on environmental activities and the provision of notice boards, seats etc.

 

242      Standards Committee

 

It was reported that the last meeting of the Standards Committee had been postponed due to lack of business and that the next one was scheduled for November, 2004.

 

243      Yorkshire Local Councils Association

 

The Clerk submitted a copy of the Annual Report and notice of Annual General Meeting of the Yorkshire Rural Community Council.

 

244      Orders for Payment

 

It was proposed by Clr. Bowie, seconded by Clr. Birdsall and RESOLVED that orders for payment on schedule no. 415, totalling £2, 647.40, be authorised.

 

245     Date of Next Meeting

 

Council Meeting:  Tuesday, 2nd November, 2004 at 7.30 p.m.

Quality Sub Committee meeting with other Parishes :  Wednesday, 13th November, 2004 at 7.30 p.m. at Mirfield Town Hall.

 

246      Planning Notifications
