Meeting of the Denby Dale Parish Council held on Tuesday, 9th January, 2007 in the Civic Chamber, Council Offices, Skelmanthorpe

The Chair reported the death of George Fisher – a once long term member of the Denby Dale Parish Council.
The Chair introduced the new Clerk, Dr. Hazel Chowcat, to members.
415 Declaration of Councillors’ Interests
No interests were declared.
416 Suspension of Standing Orders
It was proposed by Clr. Sigsworth, seconded by Clr. Mrs. Birdsall and RESOLVED that standing orders be suspended in accordance with standing order no. 79 in order to allow members of the public to address the meeting.
417 Public Discussion Time
A member of the public raised issues relating to a modification to the Definitive Footpath Map regarding the footpath leading from Busker Lane, Scissett to join with Footpath No. 47.
418 Return to Standing Orders
It was proposed by Clr. Mottram, seconded by Clr. Barlow and RESOLVED that standing orders be returned to.
419 Change of Agenda Item
It was proposed by Clr. Shaw, seconded by Clr. Sigsworth and RESOLVED that Agenda Item No. 6(2) relating to modification to the Definitive Footpath Map, be brought forward.
420 Application for Definitive Map Modification Order – Addition of public footpath from Busker Lane to Footpath 47 Denby Dale.
It was proposed by Clr. Watson seconded by Clr. Shaw and RESOLVED that the Parish Council fully support the application for modification and that the Area Committee be asked, Clr. Mrs. Blanshard, to consider financing improvements to the surface of the path.
421 Apologies for Absence
Reasons for absence from the meeting were submitted from Clrs. Mrs. S.A. Dellapuppa, R. Allen, Mrs. M. Allen, Mrs. C. Beal, A.N. Weatherby and R.J. Lockwood. It was proposed by Clr. Mottram, seconded by Clr. Mrs. J.E. Birdsall and RESOLVED that the reasons for absence submitted by the above Councillors be accepted as valid reasons.
422 Minutes
It was proposed by Clr. Mrs. Birdsall, seconded by Clr. Watson and RESOLVED that the minutes of the meeting held on 5th December, 2006, be signed by the Chair as a correct record.
423 Casual Vacancy
Further to Min. No. 355, it was proposed by Clr. Watson, seconded by Clr. Turner and RESOLVED that no further action be taken as the vacancy has occurred within six months of an election.
424 Public Meeting – Traffic Concerns
Further to Min. No. 363(1), it was reported that the public meeting regarding the above would be held on Tuesday, 13th February, 2007 at 7.00 p.m. at St. Augustine’s Church, Scissett and would be attended by representatives of the West Yorkshire Police and Kirklees Highways Officers.
425 School Crossing Patrol – Wakefield Road, Denby Dale
Further to Min. No. 363(2), the Council were informed that the school crossing patrol at the above location had been re-instated and that the post was now being advertised. It was proposed by Clr. Sigsworth, seconded by Clr. Barlow and RESOLVED that a) appreciation be expressed that the patrol had been re-instated, b) concern be expressed that the Parish Council were not kept informed of developments and c) concerns about lack of communication and consultation about local issues be placed on the agenda for the future joint meeting of the parishes.
426 School Transport
Further to Min. No. 364, the Clerk reported that no replies had yet been received in regard to this matter.
427 Play Areas - Lower Cumberworth and Birdsedge
Further to Min. No. 369, it was reported that the equipment, hopefully, would be installed in March of this year. It was proposed by Clr. Mrs. J.E. Birdsall, seconded by Clr. Turner and RESOLVED that a) Kirklees M.C. be made aware of the Parish Council’s concern in regard to the length of time that it is taking to install the aforementioned equipment and b) concerns about lack of communication in regard to local issues be placed on the agenda for the future joint meeting of the parishes.
428 Provision of Bus Shelters – Skelmanthorpe and High Flatts
Further to Min. No. 374, the Clerk reported that Metro had indicated that both locations do not meet the criteria for installation of new shelters both in terms of passenger numbers and required amount of space. It was proposed by Clr. Turner, seconded by Clr. Sigsworth and RESOLVED that a) Metro be asked for clarification of the last passenger count and that they be informed that ample space for the erection of a shelter is available in respect of the Pump Row, High Flatts location and b) the Parish Council, at a future Finance meeting, look at the financial implications of the provision of shelters and that Clr. Mrs. Birdsall ask the Area Committee to also consider this provision.
429 Recycling Facility – Bromley Farm, Upper Cumberworth
Further to Min. No. 376, the Clerk reported that no decisions have yet been taken on the longer-term future of the facility with a review commencing during early 2007. It was proposed by Clr. Turner, seconded by Clr. Shaw and RESOLVED that a) a letter be sent to Kirklees M.C. emphasising the need to increase the capacity of the recycling facility, particularly given the obvious popularity of recycling in the area as indicated by the overuse of the Bromley Farm facilities and b) the need for improved consultation by Kirklees M.C. with the Parish Council be added to the agenda at the forthcoming joint meeting of the Parishes.
430 Street Naming –Development off Wakefield Road, Denby Dale.
Further to Min. No. 378, the Clerk reported that the developer’s suggestion of ‘Brook Meadows’ had been adopted for the above development as the name ‘Withy’ had been already been used in the locality. Some concern was expressed that names with local connotations were being rejected in favour of names put forward by developers.
431 Leeds Bradford Airport- Rail Link
Further to Min. No. 391, the Clerk submitted a letter from Kirklees M.C. which stated that to impose the provision of a rail link as a condition of sale of the airport would probably make the sale unviable. An alternative would be to have a condition that the new owners contribute to the provision of better transport links at some time in the future.
432 Motorway Access Management
The Clerk submitted information regarding the Motorways Access Management Scheme (M1/M62) to the Council. This technique, by the use of traffic lights, aims to reduce congestion and improve traffic flows by managing the flow of vehicles joining at motorway junctions. 433. Kirklees Cabinet Reports
The Assistant Clerk presented summary information about the following Kirklees Cabinet reports: Planning School Places Strategy 2006-2016 which updates the school organisation plan and projects numbers of school places to 2011; Consultation on Admission Arrangements which proposes a single date of admission for all reception children in September, instead of September and January; Outcome of Food Hygiene Inspections which indicates food hygiene compliance ranging from 5* for excellent down to 0* for poor; Land Adjacent Skelmanthorpe Cemetery which is an application for an expansion of the land used by Trinity Church; Leak Hall Crescent, Denby Dale which indicates land to be disposed of; Kirklees New Logo. The reports were noted.
434.Plans Scrutiny Committee
It was proposed by Cllr Watson, seconded by Cllr Mottram and RESOLVED that the minutes of the meeting held on 19th December 2006 be signed by the Chair as a correct record.
435.Parish Plan
The Clerk reported that the draft Parish Plan is currently being printed and that it will be presented to local residents at the following public meetings: 7th February at Upper Denby School,
8th February at the Methodist Church School Room, Emley, 9th February at the Council Offices, Skelmanthorpe, 12th February at the Derby & Joan Club, Clayton West, 14th February at the Methodist Church, Denby Dale.
436.Appointment of Governor to Scissett CE (A) First School
It was agreed that this issue be raised at the next Council meeting and that Councillors be reminded that school governors can be appointed from within the community.
437 Government and Local Authority Documents
No documents were submitted.
438 Denby Dale Area Committee
The Clerk reported that the minutes of the Area Committee meeting held in November 2006 had already been circulated.
439 Standards Committee
No report was submitted.
440. Yorkshire Local Councils’ Association
The following information was submitted: Parish Government Conference to be held in Scarborough from 2nd to 4th March 2007 - it was agreed that members would advise the Clerk in advance of next month’s meeting if they wished to attend. Shaping Communities Conference to be held on 13th February 2007 in the Russell Hotel in London. The information was noted.
441 Orders for Payment
It was proposed by Cllr Mrs Birdsall and seconded by Clr. Sigsworth and RESOLVED that orders for payment on schedule No. 447 totalling £4,782.65 be authorised.
