Turner, C. Watson, A.N. Weatherby Tsunami Disaster: The Council held one minute’s silence in respect of the victims of the tsunami disaster. 354. Declaration of Members’ Interests The Clerk declared an interest in planning application no. 04/95574. 355. Suspension of Standing Orders It was proposed by Clr. Birdsall, seconded by Clr. Sigsworth and RESOLVED that standing orders be suspended in accordance with standing order no. 79 in order that members of the public could address the meeting. 356 Public Discussion Time
Members of the public addressed the meeting on the lack of road gritting along Bedale Avenue and Bedale Drive, Skelmanthorpe. 357 Return to Standing Orders
It was proposed by Clr. Weatherby, seconded by Clr. Birdsall and RESOLVED that standing orders be returned to. 358 Change of Agenda Item
It was proposed by Clr. Allen, seconded by Clr. Birdsall and RESOLVED that Agenda Item 6 (1) be brought forward for discussion. 359. Gritting – Bedale Avenue and Bedale Drive, Skelmanthorpe It was proposed by Clr. Weatherby, seconded by Clr. Birdsall and RESOLVED that Kirklees M.C. be asked to add the above roads to their list of gritting priorities as a Private Nursery is located in this area. 360. Apologies for Absence Reasons for absence from the meeting were submitted by Clrs. I.D. Bowie, Mrs. S.A. Dellapuppa, Mrs. V.M. Woodhead and R. McSkimming. It was proposed by Clr. Watson, seconded by Clr. Birdsall and RESOLVED that the reasons for absence from the meeting submitted by the above Councillors be accepted as valid reasons. 361. Minutes It was proposed by Clr. Weatherby, seconded by Clr. Sigsworth and RESOLVED that the minutes of the meeting held on 7th December, 2004 be signed by the Chair as a correct record. 362 Vine Street Recycling Facility Further to Min. No. 325, the Clerk reported that the visit to the above facility would take place on Wednesday, 19th January, 2005 at 5.30 p.m. to meet at the Diamond Street entrance. It was also reported that the kerbside collection of glass from households piloted in the Denby Dale area was going well. 363 Development off Station Road, Skelmanthorpe Further to Min. No. 326, it was proposed by Clr. Sigsworth, seconded by Clr. Weatherby and RESOLVED that Clrs. Allen and Birdsall report back to Council at next months meeting. 364 Road Safety Issues at Station Road, Skelmanthorpe Further to Min. No. 328, it was proposed by Clr. Allen, seconded by Clr. Weatherby and RESOLVED that the Clerk contact Kirklees M.C. regarding a date for a site visit in this area. 365. Use of Civic Chamber, Skelmanthorpe Further to Min. No. 331, it was proposed by Clr. Carr, seconded by Clr. Barlow and RESOLVED that Kirklees be asked whether equipment checked by other organisations can be used in the Chamber and also that the Health and Safety Executive be asked for their views on this issue. 366. Bretton Hall College and the Yorkshire Sculpture Park Further to Min. No. 344, the Clerk reported that the decision had been made to close Bretton Hall campus. A letter was also submitted from the Yorkshire Sculpture Park, which stated that the Park would not be affected by this decision. 367. Springfield Terrace, Jagger Lane, Emley. Further to Min. No. 335, the Clerk reported that Kirklees M.C. would be carrying out an automatic speed check in this area. 368. Casual Vacancy – Skelmanthorpe Ward Further to Min. No. 336, the Clerk reported that Kirklees M.C. had instituted the proper procedures and that a request for an election should reach the Electoral Officer by the 7th January, 2005. If no such request is received the vacancy must be filled by co-option. 369 Anti-Social Behaviour Orders
Further to Min. No. 344, the Clerk reported that David Hinchliffe M.P. would be contacting the Secretary of State for the Home Office in regard to the implications on Parish Councils of recent legislation. 370. Freedom of Information Act Further to Min. No. 350, the Clerk submitted details of a seminar to be held at Tadcaster regarding the above. 371. Development at Cumberworth Road, Skelmanthorpe Further to Min. No. 319, it was proposed by Clr. Watson, seconded by Clr. Weatherby and RESOLVED that Kirklees be asked for clarification of the legal position of the verbal agreement regarding this land. 372. Transfer of Licence It was proposed by Clr. Weatherby, seconded by Clr. Watson and RESOLVED that notice of transfer of licence in respect of The Crown, Scissett, be received and acknowledged. 373 School Crossing Patrol Dis-establishment – Wakefield Road, Denby Dale Further to Min. No. 230, the Clerk reported that David Hinchliffe had received a letter from Kirklees M.C., which stated that further surveys would be undertaken in January and September of 2005. 374. Consultation Papers : Rights of Way Registers and Joint Orders Under Part II of the Countryside and Rights of Way Act 2000 It was proposed by Clr. Watson, seconded by Clr. Barlow and RESOLVED that the above document be received. 375. Dog Fouling The Clerk submitted a report from Kirklees M.C. on the issue of dog fouling. 376. Register of Electors The Clerk submitted the Full Register of Electors for 1st December 2004 to 30th November, 2005. 377. Highway Reports The Clerk submitted a list of proposed highway schemes relevant to the Denby Dale area. 378. New Basis for Employment of the Clerk It was proposed by Clr. Turner, seconded by Clr. Weatherby and RESOLVED that this matter be referred to the Finance and General Purposes Committee. 379. Multi-Agency Network It was proposed by Clr. Watson, seconded by Clr. Birdsall and RESOLVED that the Clerk be authorised to attend a meeting in respect of the formation of a Multi-Agency network amongst officers delivering public services across South Kirklees. 380. Parish Plan Clr. Allen reported that work is ongoing. 381. Quality Parish Council Status Members of the sub group submitted a report on the work undertaken so far in respect of achieving Quality status. The portfolio is now almost completed and it was proposed by Clr. Weatherby, seconded by Clr. Sigsworth and RESOLVED that the Clerk and Chair be authorised to undertake final checks, complete the application form and send the completed portfolio to the Accreditation Panel. A meeting between Clr. Paul Battye of Kirklees M.C. and representatives of the Parish Councils has been arranged for Wednesday, 16th February at 7.00 p.m. in the Civic Chamber, Skelmanthorpe. 382 Denby Dale Area Committee The Clerk submitted the minutes of the Area Committee held on 18th November, 2004 and publicity flyers for the next meeting to be held on the 13th January, 2005 at Upper Denby School. A booklet from the Standards Board entitled Lobby Groups, Dual-Hatted Members and the Code of Conduct was distributed to all Councillors. The newsletter of the Standards Board was also submitted. 383 Yorkshire Local Councils’ Association The Clerk submitted the White Rose Update and the Local Council Review to the meeting. 384 Orders for Payment It was proposed by Clr. Sigsworth, seconded by Clr. Watson, and RESOLVED that orders for payment on schedule no. 419, totalling £2,045.88, be authorised. 385. Date of Next Meeting The next Full Council meeting will be held on Tuesday, 1st February, 2005 at 7.30 p.m. Environment Trust Meeting: Tuesday, 25th January, 2005 at 7.30 p.m. Road Safety Meeting: Thursday, 3rd February, 2005 at 7.30 p.m. 386 Planning Notifications Planning notifications were considered and observations made thereon.
