Four members of the public attended the meeting to express their opposition to Planning Application No. 2009/62/92861.
1364 Declarations of Councillors’ Interests
Cllr E Shaw declared a personal interest in Item 8 Planning Application Nos. 2009/60/92580, 2009/62/92822 and 2009/62/92861.

RESOLVED that Planning Application No. 2009/62/92861 from Agenda Item No. 8 be brought forward.
1366 Planning Application No. 2009/62/92861
Members discussed the above planning application.
RESOLVED that the Council object on the grounds of
1. Highway Safety: There is already a highway safety problem on this road with no pavements and only sufficient space for two cars to pass each other. The site plan does not appear to provide sufficient space for the cars parked in the garages, particularly the one in the new house, to turn round so that they are exiting into the street facing forwards. The proposal is for a three bedroom house and a four bedroom house and it is likely that there would be more than four cars plus visitors requiring parking space in the area which would add to congestion and exacerbate the safety issues.
2. Residential Amenity: The proposed new dwelling is three storeys high and would overlook the bungalows behind in Rishworth Street. The effect would be loss of privacy, loss of light and amenity particularly for the occupants of Nos. 12 and 14 Rishworth Street. The Council does not object to the extension on the existing property.

RESOLVED that reasons for absence submitted by the above councillors be accepted as valid.

RESOLVED that there were no items requiring the exclusion of the press and public.
1369 Minutes
RESOLVED that the minutes of the meeting held on 29 September 2009 be received.
1370 Planning Application No. 2009/62/92174
The Clerk reported that the Committee’s observations relating to this application, namely “to object because the proposed dwelling is out of character with the area and conflicts with green belt policies”, which was considered at the August meeting were missing from the minutes of that meeting.
RESOLVED that the Committee’s observations on the above application be recorded in these minutes.
1371 Decisions from September 2009
The Clerk submitted information from Kirklees Council explaining the decisions taken in relation to Planning Application Nos. 2009/61/91536, 2009/62/91777, 2009/62/91991, and 2009/62/92033. In relation to the second listed application, members expressed concern firstly that their objections were not taken into account and secondly that the building concerned is described as listed.
RESOLVED that these concerns be raised with Kirklees Council.
