8. A: Co-option of Parish Councillor
Victoria Buyer is invited to address the council in connection with her application to be considered for co-option onto the Council to represent Denby & Cumberworth Ward. (See enclosed letter of application, together with advice on procedure)

9. Allotments

Andy Wickham will attend the meeting for this item, when members will be invited to discuss and approve the most effective procedure for pursuing the development of new allotments within the Parish. It should be noted that this matter was discussed at the Denby Dale Parish Environment Trust AGM on which Cllrs Turner and Tribe are due to report under Item 19 and is due to be discussed at the Joint Kirklees Council/Parish and Town Councils Liaison meeting on 30 September on which the Clerk will report under item 19.

10. Denby Dale Area Committee Action Plan
Cllr Cook will attend the meeting to present the new Denby Dale Area Committee Action Plan (enclosed)

11. Emley Show
Members will be invited to review the effectiveness of the Parish Council’s stand shared with Kirkburton Parish Council at the Emley Show and discuss whether to participate in the Show next year and if so, what if any changes should be made.

12. Quality Parish Status
To receive a report from the Clerk about the status of the Quality status and to approve the following documents which have to be submitted as part of the QPS portfolio: a) Community Engagement Strategy and b) Training Strategy (both enclosed)


13. Standards Committee
To receive a report from Cllr Margaret Barlow about the work of Kirklees Standards Committee.

14. Remembrance Day
To confirm arrangements for the laying of wreaths in Birdsedge, Clayton West, Denby Dale, Emley, Scissett and Skelmanthorpe.

15. Local Democracy Week
To decide whether to accept Kirklees Councils invitation to participate in the ‘Get Involved’ Event during the morning of Saturday 10 October in Huddersfield Town Hall (details enclosed)

16. Rural Access to Opportunities
To consider whether the Parish Council should be involved in the new West Yorkshire Rural Accessibility Partnership as outline in the attached email from Clare Davies from Metro (enclosed)

17. Sustainable Communities Act
To consider whether the Council should support the campaign to amend the Sustainable Communities Act (enclosed)

To receive an update report from Cllr Brook.

22. Forthcoming Meetings
To consider representation at the forthcoming AGM of Rural Action Yorkshire to be held on 21 November 2009 at Hoylandswaine Village Hall.

23. 10:10 Campaign
To discuss a proposal from Cllr Turner that the council should commit to joining the Ten Ten campaign (see attached background documentation)

24. Finance Matters
24.1 Clerk’s Salary: To approve the implementation of the 2009 pay settlement which provides for an increase of 1% in pay and an increase from 20 to 21 days minimum annual leave for employees with less than five years’ service backdated to 1 April 2009.
24.2 Clerk’s Training: To approve clerk’s attendance at an SLCC Training course ‘Paper Chase – the Guide to Managing Paper’ to be held on 23 November in York at a cost of £95.
24.3 Website: To approve expenditure for the updating the Parish Council’s website, either in whole or in part as per the attached quotation from inventpartners, the website designer. (enclosed)
24.4 Budget Outturn: To discuss the budget outturn to 30 September 2009 (to be tabled at meeting)
24.5 Orders for Payment: To approve Orders for Payment No. 502.

25. Calendar of Meetings 2010-2011
